The effort came at a nervous time for the Journal newsroom. It's still reeling from February, when the paper sharply cut its DC newsroom, its second-biggest bureau after New York. Tucker wrote at the time that the DC bureau changes were enacted to put the company in the position to serve readers better and stand out from the competition. The union has filed grievances over the DC bureau layoffs and is considering filing grievances over the meetings, Martell said. But the mood among some has turned as Tucker has enacted layoffs in a newsroom that's largely been spared staff cuts.

Rifts among Israel’s war cabinet are spilling into public view, threatening to undermine the country’s military strategy in Gaza at a crucial stage in the conflict. The small collection of wartime decision makers—Prime Minister Benjamin Netanyahu , Defense Minister Yoav Gallant and former head of the Israeli military, Benny Gantz —is diverging publicly on the two biggest dilemmas they face: whether Israel should negotiate to end the conflict and free the hostages, and who should govern the bombed-out strip once the war is over.

TEL AVIV—Israel’s intelligence services are preparing to kill Hamas leaders around the world when the nation’s war in the Gaza Strip winds down, setting the stage for a yearslong campaign to hunt down militants responsible for the Oct. 7 massacres, Israeli officials said. With orders from Prime Minister Benjamin Netanyahu , Israel’s top spy agencies are working on plans to hunt down Hamas leaders living in Lebanon, Turkey and Qatar, the small Gulf nation that has allowed the group to run a political office in Doha for a decade, the officials said.

TEL AVIV—As Israeli forces prepare for a renewed offensive targeting Hamas’s top leaders in the Gaza Strip, Israeli military and political leaders are confronting the challenge of what to do about the thousands of fighters that represent the group’s power base. To address that challenge, some Israeli and U.S. officials are discussing the idea of expelling thousands of lower-level militants from the Palestinian enclave as a way to shorten the war. The idea is reminiscent of the U.S.-brokered deal that allowed Palestinian leader Yasser Arafat and thousands of fighters to flee Beirut during Israel’s 1982 siege of the Lebanese capital.

LEHAVOT HABASHAN, Israel—In the days after the Oct. 7 Hamas attacks in southern Israel, Orna Rayn searched frantically for someone to build a wooden barricade to secure the door of a safe room in her house about 6 miles from the Lebanon border. Rayn’s sister, Einat Rothem-Nechushtan, moved into the safe room on Oct. 10, even before the Israeli government ordered the evacuation of her own small farming community in northern Israel because of fears of all-out war with Hezbollah, the Iran-backed army in Lebanon.

TEL AVIV—With fears rising about the safety of hostages held in Gaza, the White House sent its top Middle East adviser to the region on Wednesday to push for the captives’ release. Brett McGurk , National Security Council coordinator for the Middle East and North Africa, met with Israeli leaders at the start of a regional visit that is part of the Biden administration’s efforts to prevent the conflict in Gaza from spiraling into a broader regional war. McGurk, who is also a deputy assistant to Biden, will next meet with Palestinian, Jordanian and Persian Gulf officials.

Abdullah Abu Nada was working in his laboratory at Gaza City’s biggest hospital last month when his friend came in with chilling news: The house where his wife and four children were sheltering had been hit by an Israeli airstrike. As survivors of the attack began arriving at the emergency room, Abu Nada, a chemist, rushed through the chaotic halls, searching for his family. One small boy had been pulled from the rubble, but when soot was rubbed from the child’s face, it was clear it wasn’t Abu Nada’s youngest son.

The Israeli army said Friday night that it was expanding its ground operations in the Gaza Strip amid intensifying airstrikes in its most significant maneuver yet ahead of an invasion intended to end 16 years of Hamas rule, while the strip came under a nearly complete communications blackout. Rear Adm. Daniel Hagari, the chief Israel Defense Forces spokesman, again urged Palestinians to leave the northern Gaza Strip, including Gaza City, to head south, amid growing signs that the military was poised to launch an expansive ground operation.

TZE’ELIM, Israel—In the sun-torched plains of southern Israel, thousands of soldiers wait for the go-ahead from politicians and commanders to do what the Israeli military has trained for years to do: fight in the Gaza Strip. The Israeli military has built a replica of a generic Palestinian village nicknamed “Little Gaza” at a base in the Negev Desert, where soldiers train for combat against armed terrorists in narrow streets and a labyrinth of tunnels.

TEL AVIV—Ariel Bernstein was a 20-year-old Israeli foot soldier when his country last fought Hamas on Gaza Strip streets. The war, he recalled, “was like chasing ghosts.”For two of the 2014 fight’s seven weeks, Bernstein and his company hunkered down in a rural Palestinian home where they dodged Hamas sniper shots, watched for militants jumping out of hidden tunnels running under foot and tried in vain to save the life of a comrade after a deadly Hamas missile attack.

President Biden declared the world at an “inflection point in history” in an Oval Office address Thursday, linking Israel’s battle against Hamas to Ukraine’s fight against Russia and stressing the need for the U.S. to continue funding both wars. “American leadership is what holds the world together. American values are what make us a partner that other nations want to work with,” Biden said. “To put all that at risk and walk away from Ukraine and turn our backs on Israel. It’s just not worth it.”

RAFAH, Gaza Strip—The United Nations and world leaders were pushing Thursday to get immediate aid flowing into the Gaza Strip as the humanitarian crisis worsened for two million Palestinians who are trying to flee deadly Israeli airstrikes and struggling to find food, water and fuel during a near-total siege. President Biden said early Thursday that the U.S. had secured a deal with Egypt and Israel to send 20 trucks of humanitarian aid into Gaza as soon as Friday as the U.N. warned that the situation is growing increasingly desperate. The Israeli military has directed residents in the northern Gaza Strip to flee south as it prepares for what is expected to be a difficult ground assault designed to end Hamas rule. Israel has given no indication yet when it might launch the next stage of its military campaign.
